This is a tough question to answer, because there is not necessarily a best web hosting company in general, but there is a best web hosting company for each individual person.

Personally, I often use for my hosting needs. Their pricing is very reasonable, and they are not outsourced like so many others. You should stay away from godaddy.com and networksolutions.com. They are by far the biggest thorn in my side when I am dealing with new clients.
