What they offer is free monthly websites: What happens is that they give you a 10 page website on a specific niche every month. You're free to do what you want with it. You can monetize it, or modify it, or upload it to your own host, etc. (It may not be exactly what you want, but it's certainly one way to 'learn the ropes'). Once you have these free monthly templates then you could upload them to a free host - if you wanted. It would be a good way to learn for sure. Or you go with paid hosting and get your own domain name and go that way.
